Improve feature discoverability for license-restricted features

With the rollout of Teamhub 3.1, I would not have known that SMS were now
supported if I had not read the release notes / seen the announcement. I
know it's listed as a license-restricted feature that sounds like it's
per-user, but looking in the Teamhub app, there's no way I'd know the
feature even existed because it doesn't show up in the app sidebar. After
both reloading and completely restarting the app, I still don't see it, so
I'm left to assume there isn't an appropriate license assigned to my user.
As an end user (not account admin), it might be nice to have better
discoverability for these sorts of restricted features so I'd even know to
send a request to my account admin asking to enable that feature for my
user.

Without knowing what features even exist, it's hard for end users to
advocate for themselves with their account admin, which would potentially
increase sales if end users knew to ask for upgrades without having to dig
through online documentation.
